Question:  If you had an employee who cost you $550,000 in 4 years because he wouldn't follow procedures, would he still be on the payroll?  How about if he beats someone's head in with a flashlight?  How about if he gets drunk and chases people with a loaded gun?
The acts alleged in these cases were done knowingly and maliciously, and caused by the policies and customs of Chief McCartney and the City of Steubenville.  These include the failure to adequately train, supervise and discipline police officers, and the failure to adequately investigate citizen complaints regarding police abuse.  The City of Steubenville has a long and documented history of police misconduct, including many highly publicized incidents of violence and false charges by police officers.

Police Chief McCartney has personally participated in such acts of brutality as a Steubenville Police Officer.  Now that he is Chief, he condones such conduct by those under his supervision.

There have been numerous prior incidents in which off-duty Steubenville policemen have mistreated citizens after consuming alcohol, and then used the power of their office to have the victim arrested and prosecuted.  Both the City and McCartney have condoned such acts and assisted in covering them up.

Officer Mamula has a known history of abusing citizens.  He is known to the Chief and the City to have been dishonest and provided false information to the police department regarding official matters.  Yet, he has never been the subject of appropriate discipline for these actions.

Warning:  This man is considered armed and very dangerous, and is still at large.

Mamula Violence Continues

STEUBENVILLE - City Patrolman Robert Mamula was arrested Tuesday at a concert at Post-Gazette Pavilion at Star Lake and charged with two misdemeanors and a felony.

The Steubenville Police Department's internal affairs department has begun an investigation into the incident.  Mamula as of Friday has not been suspended.

Lt. William Noble of the Hanover, Pa., Township Police Department said Mamula, 40, was involved in an altercation at the amphitheater during the Pearl Jam concert and used pepper spray.

Mamula has reportedly told city officials he was coming to the aid of a security guard.

Noble said the investigation has shown Mamula was the instigator in the altercation.

Mamula has been charged with misdemeanor counts of disorderly conduct and reckless endangering and a felony count of risking catastrophe.

Mamula has been a Steubenville patrolman since December 1987.

City Police Capt. Mark Sweeny said the police department was still waiting on Friday for a report from Hanover Township police.

"We have nothing official from Hanover Township," Sweeny said.  "As soon as we got the initial information, it was turned over to (internal affairs) and they are actively investigating."

Mamula is scheduled to appear at 2:30 p.m. Thursday before Washington County District Justice Gary Havelka for a preliminary hearing.

Mamula was taken to the Washington County Jail on Tuesday evening and released on his own recognizance following an arraignment.
